ท่ามกลางกระแสการเปลี่ยนผ่านสู่ยุคดิจิทัล กรุงเทพมหานครได้ตระหนักถึงความจำเป็นในการนำเทคโนโลยีดิจิทัลมาเป็นกลไกสำคัญในการยกระดับการบริหารราชการและการให้บริการประชาชน เพื่อขับเคลื่อนองค์กรไปสู่การเป็น "รัฐบาลดิจิทัล" (Digital Government) อย่างเต็มรูปแบบ
ด้วยเหตุนี้ กรุงเทพมหานครจึงได้ปรับปรุงโครงสร้างการแบ่งส่วนราชการ โดยจัดตั้ง สำนักดิจิทัลกรุงเทพมหานคร ขึ้น เมื่อ [ปี พ.ศ. — ยืนยัน] เพื่อทำหน้าที่เป็นหน่วยงานหลักในการวางรากฐานและขับเคลื่อนงานด้านเทคโนโลยีดิจิทัลของกรุงเทพมหานครในภาพรวม และได้จัดตั้ง กองยุทธศาสตร์ดิจิทัล ขึ้นเป็นส่วนราชการภายในสังกัด เพื่อทำหน้าที่เป็น "มันสมอง" ในการกำหนดทิศทางและยุทธศาสตร์ด้านดิจิทัลขององค์กร
กองยุทธศาสตร์ดิจิทัลมีบทบาทสำคัญในการจัดทำและขับเคลื่อน "แผนพัฒนารัฐบาลดิจิทัลของกรุงเทพมหานคร ระยะ 4 ปี (พ.ศ. 2567–2570)" ซึ่งเป็นกรอบทิศทางการพัฒนาดิจิทัลของหน่วยงานในสังกัดกรุงเทพมหานคร ควบคู่กับการกำหนดมาตรฐานและหลักเกณฑ์ด้านเทคโนโลยีดิจิทัล การบริหารจัดการและติดตามประเมินผลโครงการดิจิทัล ตลอดจนการส่งเสริมงานวิจัยและนวัตกรรม เพื่อให้กรุงเทพมหานครก้าวสู่การเป็นเมืองอัจฉริยะ (Smart City) และให้บริการประชาชนได้อย่างสะดวก รวดเร็ว และทั่วถึง
ปัจจุบัน กองยุทธศาสตร์ดิจิทัลตั้งอยู่ ณ ชั้น 2 ศาลาว่าการกรุงเทพมหานคร (เสาชิงช้า) เลขที่ 173 ถนนดินสอ แขวงเสาชิงช้า เขตพระนคร กรุงเทพมหานคร 10200
Amid the global transition into the digital era, the Bangkok Metropolitan Administration (BMA) recognized the need to adopt digital technology as a key driver for improving public administration and citizen services, in order to transform the organization into a full-fledged "Digital Government."
To this end, the BMA restructured its administrative divisions and established the Digital Bangkok Department in [B.E. — to be confirmed] to serve as the lead agency responsible for laying the foundation and driving the city's digital technology efforts as a whole. Within this department, the Digital Strategy Division (DSD) was established as an internal unit to act as the organization's "brain" in setting the direction and strategy for digital development.
The Digital Strategy Division plays a central role in formulating and implementing the "Bangkok Digital Government Development Plan, 4-Year Term (B.E. 2567–2570 / 2024–2027)", which serves as the guiding framework for digital development across all agencies under the BMA. This is carried out alongside setting digital technology standards and criteria, managing and monitoring digital projects, and promoting research and innovation — all with the goal of advancing Bangkok toward becoming a Smart City that delivers convenient, fast, and inclusive services to its citizens.
The Digital Strategy Division is currently located on the 2nd floor of Bangkok City Hall (Sao Ching Cha), 173 Dinso Road, Sao Ching Cha Sub-district, Phra Nakhon District, Bangkok 10200.
